Very simplified, you get agree to lock for a number of days, and gain interest every day. You can't access that interest until you have served your agreed term. The longer you server, the bigger your capital, the more interest you gain. If you end stake before your agreed term, you may pay a penalty which is calculated based on how long you've already staked, and how long your original agreement way. There's a lot to it, but it's all designed to reward stakers and punish dishonest people (or people with weak hands.) Genius really, as it's forcing people to develop strong hands.

There is no CEO of Hex. Richard is doing a lot of work to advertise it, and he's the main "face" on it, but in terms of how the product functions, there's no way to change it now. It's on the ethereum blockchain and anyone can interact with it. If the website went down, in the worst case scenario you could still interact with the contract on etherscan.
