Moving avarage block size is tied to tail emission: miners who increase the block size are punished by smaller block reward. This is compensated by higher fees from transactions. Since bitcoin does not have a tail emission, this mechanism will not work with there.

So is buttcoin; I'm talking about speculation. We're at (or close to) the bottom of a cycle and monero block rewards will be less than bitcoin. This coupled with actual usage and adoption makes is a strong contender
