They made a cryptographically verifiable data feed ready to be consumed by any oracle.

Only difference between this and an unsigned exchange API is that this makes it possible to cryptographically verify that the original source data feed was indeed Coinbase's.
It makes the entire sequence more reliable.

Every exchange should do this, it makes Chainlink more robust.

Once uniswap2 is out and more exchanges add signed data link becomes the most insecure and centralized crypto price provider.
Reputable projects are already using alternatives - tBTC is going to use maker oracles, Sets too.
