If the government says you have to pay your taxes in dollars, you will have to cash out those PMs at some point and make a loss, unless you have enough money in other savings to tide you over. An outright ban is what I find most likely though, because the U. S., the U. K., and Australia, have all done that before.
If you go on a plane you have to declare any amount over $10,000, if I recall correctly. Andy Schechtman does say he once boarded one with $300,000 in gold maples, and got away with it because the face-value of the coins didn't amount to that much, but that loophole seems dubious and as if it might be reversed or re-interpreted at any time. Nor could people who buy bars, krugerrands etc. take advantage of it.
Imagine how nerve-wracking it would be to carry all your life's savings on your person as you tried to flee the country in a time of economic crisis.
