Ruletka (RTK) is a Russian Roulette ERC20 token, in which each transaction a number is chosen between 1 and 6. If 6 is chosen, the coins in the transaction will be sent to the 0x address and burned, thus lowering total supply.

They didn't because it's not really possible
the best randomization method that currently is available is through oracles, but this is kinda dumb to call an oracle for every transaction, and a bit unreliable, the whole process will span multiple blocks, very odd, nobody does this. This is used for cryptokitties when you birth an egg or whatever it is people do there, for a shitty crypto game they do take smart contracts very seriously. Unlike some people.

ETH2.0 will have a reliable randomness generator as part of its core, I'm very excited to see it in action.
