If you want to stake your measly 3 eth, sure you can stake on rocketpool without the rpl token. If you want to make sweet gains off the peasants without 32 eth you're going to need to stake rpl on your rocketpool node user.

if you want to host a eth 2.0 on rocketpool you will need to stake your rpl to do so. The benefit of hosting a rocketpool node is you get to take others eth to stake and you earn a % of their returns.
