If you're in it for the long term, you might as well buy in incrementally and start averaging down. Even with this up-turn, you'll at least make something a year down or so. If it dips within the couple weeks which it probably will due to how volatile things are, you just average down what you have.

Maybe, maybe not. Still a lot of uncertainty, don't get fooled by the doom and gloom bear niggers but don't get greedy either. This virus is sticking around for another month and will absolutely have a real effect on the market. If you're brand new I'd just hold off for now, maybe use some simulators

The best time was around March 20-23rd depending on the exchange. I'm on questrade since I'm in Canada. Ask yourself: if I'm a normie and interested in stocks, are others as well because of mainstream news interest? There will be more cash flowing into the stock market. But I would beware of a red week.
