who's going to decide when the crisis is "over" and the checks aren't needed? Which politician is going to dive on the grenade and say "ok free money is over"? The problem with recurring checks is the probability of them ever ending is low, and now we've accidentally back-doored a poorly-thought-out and arbitrary UBI that was never meant to be permanent. A "one-time" check is better, even if it is with the expectation that the need for another check will be evaluated in the future. I just don't think it's a good idea to make people think they're just going to start getting checks every month.
