I think part of the reason why all Empires were up north in one way or another be it Rome or the Mongols or whoever else is because winter creates scarcity and survival conditions, which leads to ingenuity and then of course greed. So the weather definitely has something to do with it. While vikings and mongols were worried about which lands to pillage and conquer next to help them survive another winter, people down south are just content to wander around the beach eating coconuts and magoes.

Also that warmer countries typically don't have good trees, or even any trees at all. If you're a sand farmer you're not gonna chop down some giant oak trees or redwoods or anything and build a civilization and middle age naval fleet from that. Same if you live in some jungles and it's mostly all bullshit mangrove trees that end up rotting anyways.
