she's right - if your goal is to have a functional government with a vested interest in the people and the economy, they should at most be able to purchase etfs or mutual funds. Individual stock buys generate a strong vested interest in certain companies. If you invest to just track the market (or a sector) as a whole you greatly reduce this vested interest in a single company.

That said even if the people that sold only had index funds, they'd still profit quite a bit. The main issue here is - how much did downplaying the threat of the coronavirus cost the economy? Would engaging with the problem in a serious way from the get-go have improved the situation for the US? It's hard to say, Trump's ban on travel for China was pretty aggressive.

Having a 401K or dabbling in ETFs is one thing, but individual stocks opens up too many avenues for corrupt choices and can leave officials with conflicts of interest when it comes to governing.
