He was a moron at least since he left Westeros with Tyrion. They didn't know what to do with him and Danny was such that the closer any character got to her, the stupider and more passive they became. The sad thing about S8 and his end was that he actually had a chance to become old Varys again and get some new scheme going, but that would have made him smarter than the writers.
This show went downhill from season 2 onwards.

The list goes on. Some of these are minor complaints, but they only snowball as the show continues until it becomes unwatchable. Season 1 was the only one truly faithful to the books

Him and Tyrion were both reduced to quippy cartoon characters in Season 5. If all the fucked teleporting he did didn't already tip you off that the show was on autopilot, I don't know what else would.
The show was never going to be perfectly consistent with the books (and thats a good thing). A lot of things just never were going to translate. The real problem is they lost sight of what would work on the show and what wouldnt. They seemed to get this with season 1, and you had things like Tyrion building a harness for Bran, which probably was meant to set up him designing a harness for the dragon (because dragon riding is fine in the books, but looks stupid on screen). Also, the Sand Sneks in any configuration dont work on screen, but for the most part are fine in the books.
In the books, the fucking ravens talk and all sorts of inanimate objects randomly become animated, have faces, and speak. Tyrion does flips and somersaults. The books are far from perfect and GRRM was right that a lot of it is unfilmable. The show used to take their editing seriously and pulled it off for the first 4 seasons. As soon as they went off books, though, they threw out the baby with the bathwater.
