The reason everyone loved bioshock was because of the game, they need to follow it as closely as possible.
If that is succesfull then I would bring in Infinite and the time travel/aternate dimension aspect with Infinite and Burial at sea parts 1 & 2 intertwined.
The insane amazing setting of Rapture is what sells it, you wot have buy in unless you get it right.
You could do it as like Godfather part 2 being both prequels and sequels simultaneously
