I'd almost say that it's how they express it. With this episode, everybody looked bad, even to the point of suicidally stupid. Burns, the protesters, everybody. There may have been some political message in there, but at the end of the day, the lesson feels more like "None of it matters. Stupidity and corruption will determine the outcome". With more recent seasons (and honestly a lot of recent shows), it's instead more like one side is unambiguously good, the other bad. You are NOT allowed to see the "bad" side in any way but negatively. Early Simpsons was more like "This is the idea. Think about it yourselves," where now it's more like "THINK WHAT I TELL YOU TO, PEASANT!"
