I'd say 'No Retreat, No Surrender'. Cheesy movie but the fight scene choreography is still very good and I think it's the only time where he plays the bad guy (aside from the expendables). He also looks at his most ripped in this movie. And as a second one I'd watch Kickboxer. That one is still very much of the era, but I think it still looks good today.
Most will probably say 'Bloodsport' and ' Wrong Bet'. But I don't think those hold up as well and the fighting is not that impressive. It's essential Van Damme, however.

Double Team and Knock Off truly need to be seen to be believed. They're both directed by Tsui Hark, and come off like cocaine-fueled fever dreams (which considering where Van Damme was at in the late 90's, makes sense). Everything from the rapid-fire editing to bizarre camerawork to Mickey Rourke delivering a tearful monologue about a carousel, or Rob Schneider slapping Van Damme's ass with a live eel during a rickshaw race is hilarious, awful and awesome all at once.

Universal Soldier: Day of Reckoning is weird. It has some amazing stuff like the fight in the sporting goods store, but then there's these weird Nicolas Winging Refn style stuff with flashing strobe lights and neon all over the place. It also turns into Apocalypse Now in the second half, which was ballsy on behalf of the director, but I'm not sure it really paid off.
