The monster city got electricity from children's screams, but children were becoming immune to the monsters' scaring and they'd have no power soon. He made a machine to forcibly take screams out of a few kids without needing to scare them that'd make the same power as the thousands they had to scare before, solving the energy crisis.
Forcibly take screams, entailing what exactly? Would the kids be slaves forever like in The Matrix or something, or is it just a quick, harmless scream extraction?

The "wrong" part in the movie came from the fact that they'd have to temporarily abduct the kids to do it, instead of just scaring them in their bedrooms at night.
