When was the last time you saw TS3? Throughout the whole film Woody wanted to go back to Andy with gang. In the end when they finally come back, he realizes the gang was right. Andy is grown up and it was time for the toys to move on, so they get him to donate them to Bonnie. In TS4 Woody realizes he still hasn't moved on from Andy and Bonnie will never fill that void. Because she's not Andy. So upon finding Bo, he can on move on from attaching to just one kid and seeing beyond his own world. He confirms this by giving up his voice box to Gabby, so she can take his place in experiencing a lifetime of joy with a kid. He already had his time of joy. Now its time to move on and let another toy experience it.

The point of 4 was that Woody fulfilled his calling to Andy and was trying to do the same for Bonnie but he wasn't needed. His role of leader guiding the kid through her trials and tribulations was fulfilled by the other toys and namely Forky. Woody found his new calling which was helping other toys, firstly Gabby Gabby, find their own kids to love and be loved by. It was telling kids that they too can be strong enough to try new things, to leave their comfort zone and support system t embark on a new calling.
