Dalton played Bond in the most sublime and authentic way imaginable.

Hair is seen first, by more people, so it being dark helps him as a spy since he doesn't stand out as much all over the world.
The eyes are seen by those he wants to be seen by. Blue eyes stand out more and gives him more attention when needed.
