It's inoffensive low IQ humor.
It appeared in the 90s, and got popular quick because it was inclusive, easy to imitate and use in social circles. You have to consider the social climate of that time - economy was on the rise, equality was quickly becoming the main issue in politics, the beta cuck specimen came into prominence, and could no longer laugh at offensive jokes. This trend persists to this day. Marvel movies, filled to the brim with quirky qips, are a good example of it. As is the majority of current YouTube content.
