The CARET Program is probably the one most likely to be true. Many years ago there were a handful of people who took pictures of these things in state parks in California and posted them to state park message boards asking if they were some kind of park patrol equipment or something for fire rescue. I think about 3 or 4 people in several different parks in California ended up taking pictures of these things up close, and no one had an answer as to what they were. Then out of the blue, this guy says he has the answer.
