It depends on the movie really. He started out as a straight up villain, then because he was popular transformed into a "protector" and has been sliding back and forth in ambiguity ever since.

Is Invasion Of The Astro Monster any good? It's directed by Ishiro Honda and features Rodan and Godzilla teaming up against Ghidorah, so I can't imagine it being bad, but nobody ever talks about it.
