nah, at the end Noodles was just happy that he could get back at the person who had set him up. He was happy that his former friend was so miserable. So he celebrated at the opium joint.

Either the clip of him in the den smiling while stoned at the end of the movie means that everything after the ambush is a dream or its real but Noodles didn't really accomplish anything and by not shooting Max and his "happy ending" is just as delusional as him being high on opium after having his friends killed
He knew that they couldn't keep pulling the same heists. Sooner or later they'd be busted, so he decided it was time to fend for himself. He told Noodles he was going to rob the Federal Reserve so that Noodles would think he was insane (rightfully so) and call the cops to bust them. Max had an in with the Police, and while he got out, he staged a burnt corpse to take his place in the line up of dead bodies (so that Noodles would leave for Buffalo)
Max took up a new identity and went up the ranks of politics until he became US Secretary of Commerce Bailey. When it was all falling apart for him (due to his scandals catching up with him) he tells Noodles to come back to town, setting himself up for his murder. Max was the mastermind of greedy jews.

It's kind of a classic, cliché way to imply homoeroticism, they can't be gay so they have to share the same women to feel closer, a sexual connection through menage a trois. I remember seeing a similar threesome scene in that edgy soap opera Nip Tuck with the woman just used a body between the two guys, which was written by a gay man, it's a conscious trope. Cimino's Heaven's Gate's a bit similar to Leone and also has that sort of pattern. I also find it interesting how Tinker Tailor Soldier Spy is clearly inspired by Leone (like the ambush in the coffee shop) and has similar undertones, with the ending scene being a 1:1 copy of the flashback from DYS. Even if it's never overt, there's an exceptionally strong male bond, a strong love, between the dual characters in these movies. That's why the betrayal, and the following guilt or revenge, the melancholia, feel so powerful. OUATIA is absolutely a love story.
