Why would he have empathy for him? Chris gave up the only person who loved him for a gang of sociopaths. He was an entitled drug addict. To top it off, he went above Tony's head to make a straight-to-DVD piece of shit that was a revenge fantasy.
Tony should have had Chris clipped after he found out about his heroin addiction towards the end of S4. Unfortunately, Tony still hoped he could use Chris to absorb heat as a puppet boss (eventually) with Junior no longer being able to adequately fill that role.

S4-6 are darker than the the first three, 9/11 changed the make up of the show. Just in the opening episode of s4, we see the beginning of the end. Tony’s marriage is failing, the mob is struggling to make money, and Chrissy is becoming a junkie. The lighting also got less colorful and almost everybody started wearing black leather jackets all the time
