Not necessarily. House of cards for example, they clearly had no fucking clue what to do after s2, which is why the quality dropped so sharply. Original UK house of cards does much better but it's also short and sweet.
The terror was a completely different thing in s2 they just kept the name and maybe some themes (I didn't bother watching it).
Strike back was rebooted after s1, s2 onwards stayed the same.
