Inglourious Basterds doesn't really have a normal movie structure, it's similar to pulp fiction only with most of the scenes in chronological order. Instead it's several unique scenes stitched together, almost like an anthology of short stories about the same characters. If you don't like one particular short story then that part of the movie won't work for you, but you can still enjoy some of the other short stories that the movie is comprised of.

Not when Death Proof, Django Unchained, and the Kill Bill movies exist.

I wouldn't say that Tarantino is "bad at that", I'd actually say the opposite. For most of Tarantino's movies the dialogue is the primary draw, the violence is secondary and wouldn't mean much without the characters behind it. The only Tarantino movie that would work on the draw of violence alone is Kill Bill vol. 1, as for the rest you can find pure violence much easier elsewhere.
