The joke is a bit dated now because of redevelopment but the Poe House was quite literally in the ghettos of Baltimore. Poe house is seen on the right next to the lamp post in the google street view image.
So the situation is some white fellow encounters a vibrant urban youth in the ghettos of Baltimore and because of economic difference in american english the surname Poe is misinterpreted as poor.
Had a pedophile english teacher in high school who talked about how the Poe House was in the ghetto and how he couldn't tell if it was open. Had to knock and heard all sort of locks being done on the inside of the door.
