He was a perspectivelet. The house and stairs are misaligned. Look how the top of the stairs seems to be connecting to the wall of the house, but the bottom looks like it's a couple of feet away from the house wall (unless there was supposed to be a bizarre sliver of space between the stairs and wall, but that seems like a retarded choice for a guy who was passionate about architecture). His plain old proportions aren't great, either. Look at how tall and narrow that door is.
He really would have benefited from sketching before painting and nailing the perspective before committing.

Every artist starts as a beginner. I think what really makes the perspective seem horrendous is how good the rendering is relative to it. There's a lot of time and detail put into the colors of the wall itself. Adolf just really neglected an easy (at least with simple shapes like buildings) fundamental.
