It really does make no sense but I can think of a few reasons why Disney didn’t want to include him. They wanted to seperate themselves form the prequels as much as possible. Anakin is the most important figure in this universe and he feels like an after thought in the sequels. Disney probably thought people still hated Hayden so maybe that’s why they didn’t include him. Also Christensen being the ghost in the special editions did get a lot of flack, so there’s that too

right, but having Anakin appear as a ghost would retroactively justify the decision to have him in episode 6 - having Anakin's ghost at the end of RotJ opened up using Hayden as the actor for the ghost in a future installlment.
