Yeah it’s a critique on Japanese government based on the events of Fukushima. The movie basically says unified Japanese community is a strong prevailing force but that the Japanese need to maintain it in order to solve their own problems in order to be liberated from the American defense umbrella. The third act is them trying to defeat Godzilla so America doesn’t seize the right to nuke Japan a third time to destroy the monster Japan created and can’t stop
