And they completely overlook that the patient's bill of rights survived, which lets mental patients decide for themselves if they get treatment or not, which makes institutionalizing them almost impossible - and was lauded as one of the most important things ever by liberals.
Liberals have been in complete control of Congress and the White house and multiple states since, and have done SHIT to reverse it, and bring institutions back - but still talk shit about old meanyhead Reagan. Because spending money on institutions is hard to do when you're looting state and federal budgets to line your own pockets. Because it's better to let them roam free in the streets of San Franciso, drugged and and shitting everywhere, right? It's been 22 years since Reagan left office - when do you actually DO something instead of whine and snivel about it? You've had more years with libs in the oval office than not over those years. He's right that Reagan is incorrectly blamed for deinstitutionalisation when most of the state mental hospitals/asylums had already been shut down in favor of "community treatment" (i.e. the mentally ill would return to live with family members, friends etc and be treated at community mental health centers as per the Community Mental Health Act of 1963 ).
