It was in both. Tommy gave his power coin to Jason when the power was getting drained out of it. So Jason controlled it and the dragonzord for a while.

It;s ridiculous how much better of a franchise crossover movie this was compared to Let's Go Kamen Rider, even if 99% of the film was just Gokaiger and Goseiger.
Yeah, that's where they got the majority of the footage for Red wearing the vest and having the dagger. But after they used up the footage he got the coin back and slowly lost the power until it was gone and then became the embodiment of White Power.
