You can't just show the real horrors of war without it becoming anti-war or propaganda. War is kill another man who wants to live with their wife and family just like you or die, for some entity that doesn't care about you, like government or corporations.

American sniper has all those scenes of PTSD back in the US that can absolutely be seen as anti war. Black Hawk down has less but still starts with a 5 minute long section of staring at corpses and listing off how many people have died from famine and war lords in Somalia, then you watch American soldiers fuck up a simple extraction mission for two hours.
You can make a pro war movie that can't be interpreted in an anti war way but you have to make it overwhelmingly overt, your enemy has to be near cartoonishly evil or you just unapologetic tell the audience they are scum who don't deserve to be alive. Then you make your characters notably enjoy what they're doing, survive everything with no serious damage and make the whole story clear that they were in the right and what they did was good. Basically like starship troopers but take out the overtly satirical parts and play it completely straight. You'll never get a studio to greenlight it.
