Both of these goals were made abundantly clear continuously throughout the series at every stage.

It's a representation of an adolescent's misguided belief that they have all the time in the world and that tasks are easily achievable. Tack on the ever increasing Pokemon count reflecting the infinite number of tasks one must perform i modern society and you get an interesting take on modern society. Thus, excel by focusing on a few select types of Pokemon, know you may be a Magikarp and not a Gyrodos, and wear shorts and join a gang.

To be honest I think they didn't think the series would go more then the first season. When they saw it was a hit they just kept it going. I don't even think he says he wants to be a master anymore.
