These people are usually at the end of their tether and just complete morons. Years ago I worked at a payday loan place, and the APR was about the same although it was capped at $500 loans. By law we had to obtain a recent bank statement from them before issuing a loan for the first time, and I discovered:
>most people have less than $20 to their name, and many of them were already overdrawn
>fast food constantly
>frivolous expenses like $150 nail salon visits, liquor store runs, etc.
And then they'd come in because they were on their last notice for the electric bill, and they would have five starving kids with them too because they had already pissed away all of their grocery money.
It was pretty rare to see anybody escape the loan cycle too and actually pay the whole thing off. There's just no way that most of these people can possibly afford to pay the whole thing off at once, so they constantly have to re-write the loan and just hope that things get better for them next week. All in all, we had basically just tricked them into assuming a brand new monthly bill and they start paying thousands in interest every year all because of an initial $500 loan. I wanted to feel bad for them and the business just felt scummy, but honestly these people are already beyond hope and there's only so much you can do to prevent people from making dumbass decisions and life choices.

That's basically it, although the laws on how much you can write and what you're allowed to do as part of collection efforts varies wildly state by state. I believe some states have already stamped it out entirely and other state legislatures have become more aggressive about it in recent years because it's literally usury and will probably be illegal everywhere eventually.
I'm and I was working in Kentucky when I did this about 7 years ago. You were capped at $500, OR two outstanding loans. So if you had two loans out for $100 apiece, you would have to pay one of those off first before you could get a loan for the remainder up to $500. There was a massive state database that everybody had to go into and it would pick up if people were just trying to hop from loan center to loan center, and things like that. It was one of the stricter states at the time and I left around the same time they started to buy gold - I think they saw the writing on the wall and tried to diversify while they still could. They wanted me to get a license (which you had to get for gold purchasing in KY) and start handling caustic chemicals that would ruin your clothes at no extra pay. That's when I finally told them to fuck off and I've never been in one of those places since.
I wouldn’t feel too bad. Unfortunately most of these people choose to be this way. You didn’t trick them into anything. I have a brothers-in-law who’s life is a complete fucking disaster. His kids pay the price. They haven’t been to the dentist in over four years. Their teeth are literally turning yellow. My wife and I have offered to take the kids ourselves and pay for anything that insurance doesn’t cover.
His wife abandoned him and the kids. Really she left before he could because his mom raises the kids anyway and he was going to join the military right before she left. The dumbfuck is an ER RN. It isn’t like he has no job prospects and no money.
Have the kids gone to the dentist? Absolutely not. He’s more concerned with fucking random women in alleyways and feeling sorry for himself.
Many people want to believe these people will change with enough social services and help. Most wont.

I felt bad for the kids mainly, although really old people living on a fixed income were pitiable as well. I'd say I felt more anger than pity at the middle-aged working women that blew their money on everything and put their kids through it. I'd say overall it was probably 60% middle aged people who should know better and were complete scum fucks, 30% retirees, and maybe 5% young people straight out of school. Around 75% of all these people were women.
The remaining 5% were the rare minority that actually used the service somewhat responsibly. We had a couple of waiters that would come in occasionally when the tips ran dry and they needed to pay a bill. They would come right back next week, pay the whole thing off, and then you wouldn't see them again for months. I even once had a guy whose paystub indicated a $175k annual salary, and he came in just once because he had fucked up and forgotten about his boat payment. Judging by his bank statement, he had gone on a two week Vegas bender with escorts and just left himself short one month. He came back like two weeks before his payment due date to pay it all off and we never saw him again.
