The true irony is that if you wanted to diminish the word's ability to offend or insult blacks you would permit the word to be used openly and frequently by anyone and everyone so any impact was diminished. The restriction actually gives the word power although it's only restricted for white people so essentially the power of the word lies in not permitting them to say it then destroying anyone that does.
