Legitimately scaring an audience is a very difficult thing for a film to do, and, because of the nature of fear, the ones that are successful at truly scaring the audience tend to not scare the audience for very long. Look at The Exorcist. People were scared shitless when it first came out, because they had never seen anything like it before. But once you become used to something, it stops being scary. The Exorcist is still a great film because it's more than just its scares. Always having the expectation that a horror film should scare you is a very closed-minded way to look at the genre

It's only bad if the methods they use to scare are so shit tier that it pulls you out of the movie. Then it becomes a flaw in filmmaking rather than an aesthetic that simply doesn't scare you. An example for me is the new IT films. Every scare is so aggressively foreshadowed by the music and pacing that there's no element of surprise. Then to cap it off its a garbage CGI mess jump scare that's more foolish than scary. This kind of shit makes it bad.
The "bone chilling slow burner" meme is unironically better than traditional horror jumpscare heavy rubbish. The former tries its best to create an atmosphere that lasts. The latter relies on base human instinct (not the same as genuine fear, btw) to create immediate but utterly shallow and highly momentary scares that are gone as soon as they arrive. It's the equivalent of popping a balloon next to someone's head. You're not a master of horror for having made them jump, it's just a base reaction. People who praise this kind of film-making are unironically retarded.

I already said The Exorcist. Excellent film, but looking at it now, it isn't scary. There's also plenty of horror films that feature the characters getting scared, but are trying to provide fun entertainment for the audience like I Saw What You Did (1965). There's also horror films that use fear to provide a look into various aspects of human psychology, like Psycho (1960), Homicidal (1961), Frankenstein (1931), Island of Lost Souls (1932), and so on

A horror film should have something to it that helps build a tense atmosphere. You don't have to rely on jumpscares or slow burn yada yada wojak kino. Horror is an easy thing to define, it's just harder to execute.
