I would love a series about Black Mesa and the science team - you could do a ton of worldbuilding there, show how they discovered teleportation, how they explored Xen and how G-man began observing/interfering with them.
You could bring all the characters from the franchise to it, like Barney, all the Scientists that had names in HL2, Cross and Green, and the people from expansions like Rosenberg and Keller. You could even include people like Mossman, who were never hired, but seemed to be in the know/associated with the Black Mesa and were scientists on the outside. Add to it military/black ops operating in the shadows and around the facility, it could have some X-Files vibe to it.
they would have to set it in the early 2000s though for things to make an impact, so no bullshit smartphone communications, no gender politics and no current events.
The show would then culminate in the final season with the hire of Freeman and prep to the big test...

I'd love to see a slice of life action/comedy series starring Barney and him dealing with the mishaps that happen at Black Mesa, corporate espionage from Aperture Science, a wacky romance plotline with one of the scientists, wrangling aliens that got lose duing Xen experiments, etc...
