But the military doesnt sit in fortified military bases. They are out there, with improvised mini bases, completely unprepared for thousands of infected that only die with a headshot, in hard to control urban environments.

There were simply too few soldiers and they were not mobilized fast enough, it would be impossible to safe a mega city and you get a mill or couple mill infected just like that.
However, nuclear containment would and should have been a real possibility in this scenario.

But that is the thing, we don't even really know at all where it came from in TWD and how exactly it broke out and whether it broke out everywhere at once, which is sort of suggested.

Walking zombies that transmit the disease through bites wouldn't spread quickly in a city either. Assuming it starts in one place it would be incredibly easy to contain. And it doesn't matter if you don't get head shots right away when there are munitions capable of obliterating the body, completely immobilizing it. Then the crawlers can be burnt or shot. You would have to be retarded to get bitten anyway. Just don't expose skin. Every tried to bite your way through denim? It isn't easy.
