Originally it was created due to the effects of the oxygen destroyer, the weapon they used to kill Godzilla in the very first movie. Which they also used in KotM. So the foundation is already there. I still hope for Biollante as a manmade Kaiju that they want to use as a defender that gets fucked up by Destoroyah.
