they started letting foreigners invest in US real estate in a big way post-08 as a way to get investors back into the market. A ponzi scheme can go pretty high when you open it up to 2 billion chinese and indians. I guess they didn't expect a global pandemic would make those foreigners want to withdraw their equity all at once. Uh-oh!
