Why not? WW is set in 1918 and BvS is 2015, there's a whole century of Wondy between those 2 movies and the 80s is the decade that most people feel nostalgia for

Im also baffled by this, it seems like a ridiculous year to set it in, given how the first revolved around WW1 which was a pretty important historical event

My wildest guess its because its going to take jabs at Reagan and the general yuppie culture that sprang up in the 80s.
Regardless, it seems like an awful movie compared to the first one and a pointless sequel in general
