The second book sucked in the sense it aged extremely badly. The antagonists are rebelling against the US government because they believe the government is engaging in campaigns of mass surveillance and using broad propaganda campaigns to hide the fact that they're basically shitting all over the constitution.
This belief is portrayed as weird and ridiculous, because the noble US government would never do something like that!

Tom Cruise is a much better actor than the Rock overall. Rock is good at comedy and action. Cruise is capable of everything because he's fucking insane.
