Because he's not an efficient director. He has A LOT of takes for each scene, sometimes hundreds of them and then Magic's it all together in editing meanwhile the average movie has 3 takes per scene. In the Wolf of Wall Street he spent a full day shooting takes of Leonardo and Jonah Hill fighting over the phone

Realistically he'd have to use CGI to deage DeNiro because he's about 88 now.

The bad CGI was pretty distracting in The Irishman.
That being said ( I only watched it once) ,they can always fix it later.
Why not let him make as many films as he can while he's still around to be improved with better technology later.
