Even if directors can't personally do their storyboards they still hire artists for that. He doesn't even bother with that. Is there any reason a director may forego storyboarding?

You don't have to storyboard you films. His films are mediocre, it doesn't matter what he does.
He apparently doesn't plan anything. CIA said on an interview that during TDKR him and the cinematographer were figuring out what to do and how to shoot scenes on the spot, like a student film. Given that + the fact he only does one takes is no surprise his filmes end up looking so sloppy.
He prefers his action blocking to suck shit, so he doesn't bother with them.
this explains why his continuity is all over the fucking place. imagine how much money he wastes getting all types of unusable coverage that his editors then have to piece together into a coherent scene

This. I actually prefer Nolan's method as it helps avoiding the "design by committee" shit that plagues modern studios and movie design. His movies aren't perfect but they certainly feel "real" and like they're the actual production of a professional director and not something formulated by the bean counters and marketing department.
Thinking like that is a really good way to get your film picked up by Hallmark

Herzog is one of those guys, like Lynch, that you're better off not listening to until you're damn near a professional yourself. His idiosyncrasies don't necessarily translate as solid advice.
Not to mention that foregoing storyboards imposes a certain effect on your film. I'm sure Herzog came to this conclusion by way of his documentary work, but if you wanted a more polished, composed aesthetic storyboards are pretty crucial.

He shoots shot reverse shot, nothing that would require huge preparation or planning.

Yeah, and it's totally normal to sorta wing the reverses, but we both know that's not ALL he shoots. And putting shot composition aside, there's no way you could even schedule your fucking shoot without some sort of pre-visualization work.

Scorsese did just that with The Irishman. Also it's not like Nolan lights his films differently or uses different colour palettes, they all look the same. Hoytema already knows what he wants so they have that.

It's more of a coverage issue than blocking, but yes, Nolan is notorious for terrible action blocking because apparently he won't use the software that everyone else uses to previz. Also, being a director is already stressful as fuck, and it's really easy to turn in a load of shit to your editor if you just wing it on set.
