I think that's splitting hairs a bit, a narrative needs both observation and criticism if it wants to come to a kind of conclusion like Taxi Driver does, and the resonation is because Travis is an archetype of a kind of character, and a kind of personality and attitude that pretty much all people can risk being sucked into if they're not aware of themselves and the reason's they make the decisions they do, which is where the criticism comes in to give the clarity of the darkness of what Travis is doing, and the observation comes from the fact that there really have been people exactly like him living in New York in that period, as there have been all over the world before and will be again

that's one of the reasons why the movie resonates with so many, because most people aren't unwitting reptiles and do yearn for help from somewhere if they're in a hole, which is what Travis does try and get in the confused and sort of stupid way he tries, and fails because of another confused and sort of stupid person not hearing what he's saying, if Travis wasn't a human under all his broken shit then it would be a completely different movie, but the impact and tragedy of it comes from the fact that he is as soft as anyone else, and becomes a cold and detached thing that probably can't get help anymore after going so far into where he goes
