In fairness even the creators didn't entirely know what to do with Bond at that point. There was a longstanding debate after the Soviet Union fell on whether or not Bond as a character still works when the Cold War was no longer a thing. Hence why Goldeneye took the safe route of using ex-soviet military as the bad guys along with a traitor to MI6.
