I really think it would work best with Majora's Mask. OOT, TP, or BOTW are just way too complex, whereas MM is a kind of standalonee adventure that would make a super trippy movie.

Adapting any of the games except for the first two will have too many story elements, or too many dungeons you need to fit into one movie. Most of the fun of Majora's Mask comes from being familiar with Ocarina of Time but there's too much there to fit into one movie.
Just do a loose adaptation of the first game's story in the manual. Link saves old lady Impa from monsters, finds out Zelda was kidnapped, and goes on a quest to save the Kingdom. Make it like Indiana Jones with Link exploring dungeons and tombs, and replace whips and guns with swords and magic. Keep a lighthearted tone but tons of dangerous situations.

More complex than clusterfuck. Boy finds out he was adopted, goes to the princess on his adopted father's orders for a task he was prepared for, ends up going into the future when she gives him access to the Master Sword, and kicks ass there instead.
Too much for a movie, but a miniseries could make it work.
Dungeons for the most part are filler in every game. Shave them down to one or two.
