The theme was never hard work. The only time that was pressed was with Rock Lee. Rock Lee is not related to him in any way, yet through hard work and dedication he could open the gates. Also Guy has some limited Ninjutsu and he has summons, Rock Lee has nothing of that and just relies on Taijutsu.

It seems like something anyone can do with the right training, but you have to be an absolute madman to spec in it completely since the higher you go the more you damage your own body with the end goal more or less being a suicide attack. People probably felt it was more beneficial to learn how to drop meteors on people and burn down entire forests by spitting some fire out of your mouth.
