This. Rory lived through those thousands of years without resetting his memories like 12. While for most of 12's time in the confession dial he thought it was the first time he was there. He got his memories back at the end every time but for all of those years he was in there he only knew how long he was in there for comparatively a very short amount of time unlike Rory who was conscious of time passing throughout all of his guarding of the Pandorica.

The problem with playing as the Doctor in a non Telltale like game is that you can't have the Doctor fight hoards of enemies. Meaning that a Doctor Who game where you play as the Doctor would have to be a puzzle game.

If anyone wants a half decent Who game, the New Vegas mod "Fallout Who Vegas" was pretty good. Sure it was a fan made mod with a shitty fanfic-tier story but it let you pilot a TARDIS (with your choice of console room) and it had pretty much everything else you need from a whoverse (whoniverse?) game.
