Honestly, yes. I think other Doctors could do something like Heaven Sent. Out of the revival Doctors I could definitely see Eccleston pulling off something like Heaven Sent if he didn't regenerate so soon. Maybe Tennant but it could go either way. I couldn't see Smith or Whittaker pull it off.

The thing is, though, if the episode was written for one of the other Doctors, there would have been minor differences to the script/plot to suit their particular Doctor.

Essentially you need to think about whether said Doctor can carry an episode without any supporting cast, to which I think the answer to most of them is yes. Maybe not as well as Capaldi, but I see no reason why the episode wouldn't be decent all the same.
