Theoretically, I'm doing it right now. Everything takes more time but it's doable. On the other hand there are a lot of security and secrecy issues around big budget stuff that may prevent them from doing it. There may be stipulations or policies that everything has to be done on-site, sandboxed, no internet connection on the workstations etc., in order to minimize leaks. I know some studios/clients have made exceptions right now and are allowing it.
